为(wei)贯(guan)彻落实2019年全(quan)国深(shen)(shen)化(hua)“放(fang)管(guan)服(fu)”改(gai)(gai)革(ge)优化(hua)营商(shang)(shang)环(huan)境电视电话(hua)会(hui)议精神和李克(ke)强总(zong)理重要讲(jiang)话(hua)精神,按照(zhao)《国务院办(ban)公(gong)厅关(guan)于印(yin)发全(quan)国深(shen)(shen)化(hua)“放(fang)管(guan)服(fu)”改(gai)(gai)革(ge)优化(hua)营商(shang)(shang)环(huan)境电视电话(hua)会(hui)议重点任务分工方案的通知》(国办(ban)发〔2019〕39号)要求,深(shen)(shen)化(hua)建(jian)筑业(ye)“放(fang)管(guan)服(fu)”改(gai)(gai)革(ge),做好建(jian)设(she)工程企(qi)业(ye)资质(zhi)(包括工程勘察、设(she)计、施工、监理企(qi)业(ye)资质(zhi),以下(xia)(xia)统称企(qi)业(ye)资质(zhi))认定(ding)事项(xiang)压减工作,现(xian)制定(ding)以下(xia)(xia)改(gai)(gai)革(ge)方案。
一、指导思想(xiang)
以习近(jin)平新时代中国特(te)色社会主义思想为指导,贯彻落实党(dang)的(de)十九(jiu)(jiu)大和十九(jiu)(jiu)届二中、三中、四(si)中、五中全会精神,充分发挥市(shi)(shi)场(chang)(chang)在资源配置中的(de)决定性(xing)作用,更好(hao)发挥政府作用,坚持(chi)以推进建(jian)(jian)筑(zhu)业(ye)(ye)(ye)供给侧结构性(xing)改(gai)革为主线(xian),按照国务(wu)院深化“放管服”改(gai)革部署(shu)要求(qiu),持(chi)续优化营商(shang)环境(jing),大力精简企业(ye)(ye)(ye)资质类别(bie),归并等级(ji)设置,简化资质标准(zhun),优化审批方式,进一步放宽建(jian)(jian)筑(zhu)市(shi)(shi)场(chang)(chang)准(zhun)入限制(zhi),降低制(zhi)度性(xing)交易成本,破除制(zhi)约企业(ye)(ye)(ye)发展(zhan)的(de)不合理束缚,持(chi)续激发市(shi)(shi)场(chang)(chang)主体活力,促进就业(ye)(ye)(ye)创业(ye)(ye)(ye),加(jia)快推动建(jian)(jian)筑(zhu)业(ye)(ye)(ye)转(zhuan)型升(sheng)级(ji),实现(xian)高(gao)质量发展(zhan)。
二、主要(yao)内容
(一)精简(jian)资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)类别(bie),归(gui)(gui)并(bing)(bing)等(deng)(deng)级设(she)置。为在(zai)疫情防控(kong)常(chang)态化(hua)(hua)条件下做好“六稳(wen)(wen)”工(gong)(gong)(gong)作(zuo)、落实(shi)“六保(bao)”任务(wu)(wu),进一步优化(hua)(hua)建筑市场营(ying)商环境,确保(bao)新(xin)旧资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)平稳(wen)(wen)过(guo)渡,保(bao)障(zhang)工(gong)(gong)(gong)程(cheng)质(zhi)(zhi)(zhi)(zhi)量安全,按照稳(wen)(wen)中(zhong)求进的原(yuan)则(ze),积极(ji)稳(wen)(wen)妥推进建设(she)工(gong)(gong)(gong)程(cheng)企业(ye)(ye)(ye)资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)管理制度改革。对部(bu)分(fen)(fen)(fen)专(zhuan)(zhuan)业(ye)(ye)(ye)划分(fen)(fen)(fen)过(guo)细、业(ye)(ye)(ye)务(wu)(wu)范围(wei)(wei)相近、市场需(xu)求较小(xiao)的企业(ye)(ye)(ye)资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)类别(bie)予(yu)以合并(bing)(bing),对层级过(guo)多(duo)的资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)等(deng)(deng)级进行归(gui)(gui)并(bing)(bing)。改革后(hou),工(gong)(gong)(gong)程(cheng)勘察资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)分(fen)(fen)(fen)为综合资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)和专(zhuan)(zhuan)业(ye)(ye)(ye)资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi),工(gong)(gong)(gong)程(cheng)设(she)计资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)分(fen)(fen)(fen)为综合资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)、行业(ye)(ye)(ye)资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)、专(zhuan)(zhuan)业(ye)(ye)(ye)和事务(wu)(wu)所资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi),施工(gong)(gong)(gong)资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)分(fen)(fen)(fen)为综合资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)、施工(gong)(gong)(gong)总承(cheng)包资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)、专(zhuan)(zhuan)业(ye)(ye)(ye)承(cheng)包资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)和专(zhuan)(zhuan)业(ye)(ye)(ye)作(zuo)业(ye)(ye)(ye)资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi),工(gong)(gong)(gong)程(cheng)监理资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)分(fen)(fen)(fen)为综合资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)和专(zhuan)(zhuan)业(ye)(ye)(ye)资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)。资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)等(deng)(deng)级原(yuan)则(ze)上压减为甲(jia)(jia)、乙(yi)两级(部(bu)分(fen)(fen)(fen)资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)只(zhi)设(she)甲(jia)(jia)级或(huo)不(bu)分(fen)(fen)(fen)等(deng)(deng)级),资(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)等(deng)(deng)级压减后(hou),中(zhong)小(xiao)企业(ye)(ye)(ye)承(cheng)揽业(ye)(ye)(ye)务(wu)(wu)范围(wei)(wei)将(jiang)进一步放宽(kuan),有利于促进中(zhong)小(xiao)企业(ye)(ye)(ye)发展(zhan)。具(ju)体压减情况如下:
1.工程(cheng)勘察资(zi)质(zhi)(zhi)。保留综(zong)合资(zi)质(zhi)(zhi);将4类专(zhuan)业资(zi)质(zhi)(zhi)及劳务资(zi)质(zhi)(zhi)整合为岩土工程(cheng)、工程(cheng)测(ce)量、勘探测(ce)试(shi)等3类专(zhuan)业资(zi)质(zhi)(zhi)。综(zong)合资(zi)质(zhi)(zhi)不分等级,专(zhuan)业资(zi)质(zhi)(zhi)等级压减为甲、乙两级。
2.工程(cheng)设计资(zi)(zi)质(zhi)(zhi)。保留综合(he)(he)(he)资(zi)(zi)质(zhi)(zhi);将21类(lei)行业资(zi)(zi)质(zhi)(zhi)整(zheng)合(he)(he)(he)为14类(lei)行业资(zi)(zi)质(zhi)(zhi);将151类(lei)专(zhuan)(zhuan)业资(zi)(zi)质(zhi)(zhi)、8类(lei)专(zhuan)(zhuan)项资(zi)(zi)质(zhi)(zhi)、3类(lei)事务(wu)(wu)所资(zi)(zi)质(zhi)(zhi)整(zheng)合(he)(he)(he)为70类(lei)专(zhuan)(zhuan)业和(he)事务(wu)(wu)所资(zi)(zi)质(zhi)(zhi)。综合(he)(he)(he)资(zi)(zi)质(zhi)(zhi)、事务(wu)(wu)所资(zi)(zi)质(zhi)(zhi)不分等(deng)级;行业资(zi)(zi)质(zhi)(zhi)、专(zhuan)(zhuan)业资(zi)(zi)质(zhi)(zhi)等(deng)级原(yuan)则上(shang)压减为甲、乙两(liang)级(部分资(zi)(zi)质(zhi)(zhi)只设甲级)。
3.施(shi)(shi)工资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi)。将(jiang)10类施(shi)(shi)工总(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)企业(ye)(ye)(ye)(ye)(ye)(ye)特级(ji)资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi)调整(zheng)为(wei)(wei)施(shi)(shi)工综合(he)资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi),可(ke)承(cheng)(cheng)(cheng)担各行(xing)业(ye)(ye)(ye)(ye)(ye)(ye)、各等(deng)(deng)级(ji)施(shi)(shi)工总(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)业(ye)(ye)(ye)(ye)(ye)(ye)务(wu);保留(liu)12类施(shi)(shi)工总(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi),将(jiang)民航(hang)工程的专(zhuan)(zhuan)(zhuan)业(ye)(ye)(ye)(ye)(ye)(ye)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi)整(zheng)合(he)为(wei)(wei)施(shi)(shi)工总(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi);将(jiang)36类专(zhuan)(zhuan)(zhuan)业(ye)(ye)(ye)(ye)(ye)(ye)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi)整(zheng)合(he)为(wei)(wei)18类;将(jiang)施(shi)(shi)工劳务(wu)企业(ye)(ye)(ye)(ye)(ye)(ye)资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi)改(gai)为(wei)(wei)专(zhuan)(zhuan)(zhuan)业(ye)(ye)(ye)(ye)(ye)(ye)作业(ye)(ye)(ye)(ye)(ye)(ye)资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi),由(you)审批(pi)制(zhi)改(gai)为(wei)(wei)备案制(zhi)。综合(he)资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi)和专(zhuan)(zhuan)(zhuan)业(ye)(ye)(ye)(ye)(ye)(ye)作业(ye)(ye)(ye)(ye)(ye)(ye)资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi)不(bu)分(fen)(fen)等(deng)(deng)级(ji);施(shi)(shi)工总(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi)、专(zhuan)(zhuan)(zhuan)业(ye)(ye)(ye)(ye)(ye)(ye)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi)等(deng)(deng)级(ji)原(yuan)则(ze)上压(ya)减为(wei)(wei)甲、乙两级(ji)(部分(fen)(fen)专(zhuan)(zhuan)(zhuan)业(ye)(ye)(ye)(ye)(ye)(ye)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi)不(bu)分(fen)(fen)等(deng)(deng)级(ji)),其中,施(shi)(shi)工总(zong)承(cheng)(cheng)(cheng)包(bao)(bao)(bao)(bao)甲级(ji)资(zi)(zi)(zi)(zi)(zi)质(zhi)(zhi)(zhi)(zhi)(zhi)在(zai)本行(xing)业(ye)(ye)(ye)(ye)(ye)(ye)内(nei)承(cheng)(cheng)(cheng)揽业(ye)(ye)(ye)(ye)(ye)(ye)务(wu)规模不(bu)受限制(zhi)。
4.工(gong)程(cheng)监理资质(zhi)(zhi)。保(bao)留(liu)综合(he)资质(zhi)(zhi);取消(xiao)专业资质(zhi)(zhi)中(zhong)的水(shui)利水(shui)电(dian)工(gong)程(cheng)、公(gong)路(lu)工(gong)程(cheng)、港口与航道工(gong)程(cheng)、农(nong)林工(gong)程(cheng)资质(zhi)(zhi),保(bao)留(liu)其余10类(lei)专业资质(zhi)(zhi);取消(xiao)事(shi)务所资质(zhi)(zhi)。综合(he)资质(zhi)(zhi)不(bu)分等级(ji),专业资质(zhi)(zhi)等级(ji)压减为甲(jia)、乙(yi)两级(ji)。
(二)放宽准入限制,激发(fa)(fa)企(qi)业活力。住房和城乡建设部会同国务(wu)院(yuan)有关主(zhu)管部门制定(ding)统一的(de)(de)企(qi)业资(zi)质(zhi)(zhi)标准,大幅精简审批条件,放宽对企(qi)业资(zi)金、主(zhu)要人员(yuan)、工程业绩和技(ji)术装备等的(de)(de)考(kao)核要求(qiu)。适当放宽部分资(zi)质(zhi)(zhi)承(cheng)(cheng)揽业务(wu)规模上限,多个(ge)资(zi)质(zhi)(zhi)合(he)并的(de)(de),新资(zi)质(zhi)(zhi)承(cheng)(cheng)揽业务(wu)范围(wei)相应扩大至整合(he)前各资(zi)质(zhi)(zhi)许可范围(wei)内的(de)(de)业务(wu),尽量减少政(zheng)府对建筑市场微观活动的(de)(de)直接干预,充(chong)分发(fa)(fa)挥(hui)市场在资(zi)源配(pei)置中的(de)(de)决定(ding)性作(zuo)用。
(三)下(xia)放(fang)(fang)审(shen)批(pi)(pi)权(quan)限(xian),方便企业(ye)办事(shi)。进一步加大放(fang)(fang)权(quan)力(li)度,选(xuan)择工作(zuo)基础较(jiao)好的(de)(de)地(di)(di)方和部分资(zi)(zi)质(zhi)(zhi)类别(bie),开展企业(ye)资(zi)(zi)质(zhi)(zhi)审(shen)批(pi)(pi)权(quan)下(xia)放(fang)(fang)试点(dian),将除综合资(zi)(zi)质(zhi)(zhi)外的(de)(de)其他(ta)等级资(zi)(zi)质(zhi)(zhi),下(xia)放(fang)(fang)至(zhi)省级及(ji)以下(xia)有(you)关(guan)主管(guan)部门审(shen)批(pi)(pi)(其中,涉及(ji)公路、水运、水利、通(tong)信(xin)、铁路、民航等资(zi)(zi)质(zhi)(zhi)的(de)(de)审(shen)批(pi)(pi)权(quan)限(xian)由国务(wu)院(yuan)(yuan)住房和城(cheng)乡建(jian)(jian)设(she)(she)主管(guan)部门会同国务(wu)院(yuan)(yuan)有(you)关(guan)部门根据实际情况(kuang)决定),方便企业(ye)就近(jin)办理。试点(dian)地(di)(di)方要(yao)明确专门机构、专业(ye)人(ren)员(yuan)负责企业(ye)资(zi)(zi)质(zhi)(zhi)审(shen)批(pi)(pi)工作(zuo),并制(zhi)(zhi)定企业(ye)资(zi)(zi)质(zhi)(zhi)审(shen)批(pi)(pi)相关(guan)管(guan)理规定,确保(bao)资(zi)(zi)质(zhi)(zhi)审(shen)批(pi)(pi)权(quan)下(xia)放(fang)(fang)后(hou)地(di)(di)方能够接得住、管(guan)得好。企业(ye)资(zi)(zi)质(zhi)(zhi)全(quan)国通(tong)用,严(yan)禁各(ge)行(xing)业(ye)、各(ge)地(di)(di)区设(she)(she)置(zhi)限(xian)制(zhi)(zhi)性措施,严(yan)厉查处变相设(she)(she)置(zhi)市场(chang)准入壁(bi)垒,违规限(xian)制(zhi)(zhi)企业(ye)跨地(di)(di)区、跨行(xing)业(ye)承(cheng)揽业(ye)务(wu)等行(xing)为,维护统一规范的(de)(de)建(jian)(jian)筑市场(chang)。
(四)优(you)化(hua)审(shen)(shen)(shen)批(pi)服(fu)(fu)务,推行告(gao)知(zhi)(zhi)承(cheng)诺(nuo)制。深化(hua)“互联网+政(zheng)务服(fu)(fu)务”,加快(kuai)(kuai)推动企业(ye)(ye)(ye)资(zi)质(zhi)(zhi)审(shen)(shen)(shen)批(pi)事项(xiang)线(xian)上办理,实(shi)行全程网上申报和审(shen)(shen)(shen)批(pi),逐步(bu)推行电(dian)子(zi)资(zi)质(zhi)(zhi)证书,实(shi)现(xian)企业(ye)(ye)(ye)资(zi)质(zhi)(zhi)审(shen)(shen)(shen)批(pi)“一网通办”,并(bing)在全国建筑市(shi)场监管公共服(fu)(fu)务平台公开发布企业(ye)(ye)(ye)资(zi)质(zhi)(zhi)信息。简化(hua)各(ge)类证明事项(xiang),凡(fan)是(shi)通过政(zheng)府部门(men)间信息共享可(ke)以(yi)获取的(de)(de)证明材料,一律(lv)不再要(yao)求企业(ye)(ye)(ye)提供(gong)。加快(kuai)(kuai)推行企业(ye)(ye)(ye)资(zi)质(zhi)(zhi)审(shen)(shen)(shen)批(pi)告(gao)知(zhi)(zhi)承(cheng)诺(nuo)制,进一步(bu)扩(kuo)大告(gao)知(zhi)(zhi)承(cheng)诺(nuo)制使(shi)用范围,明确审(shen)(shen)(shen)批(pi)标准,逐步(bu)提升企业(ye)(ye)(ye)资(zi)质(zhi)(zhi)审(shen)(shen)(shen)批(pi)的(de)(de)规(gui)范化(hua)和便利(li)化(hua)水平。
(五(wu))加(jia)(jia)强(qiang)事中事后监(jian)管(guan),保障工程(cheng)质(zhi)量安(an)全。坚持(chi)放管(guan)结(jie)合,加(jia)(jia)大(da)资质(zhi)审(shen)批后的动态(tai)监(jian)管(guan)力度,创(chuang)新(xin)监(jian)管(guan)方式和手段,全面推行(xing)“双随(sui)机、一(yi)公开”监(jian)管(guan)方式和“互联网+监(jian)管(guan)”模式,强(qiang)化工程(cheng)建设(she)各方主体责(ze)(ze)(ze)任落实,加(jia)(jia)大(da)对(dui)转包、违法分(fen)包、资质(zhi)挂(gua)靠等违法违规行(xing)为查(cha)处(chu)力度,强(qiang)化事后责(ze)(ze)(ze)任追究,对(dui)负有工程(cheng)质(zhi)量安(an)全事故责(ze)(ze)(ze)任的企业、人(ren)员依(yi)法严厉追究法律责(ze)(ze)(ze)任。
三、保(bao)障措施(shi)
(一)完善(shan)工(gong)(gong)程(cheng)(cheng)招投(tou)标(biao)(biao)制(zhi)度,引导(dao)建设单位合理(li)选(xuan)择企业。持续深(shen)化(hua)工(gong)(gong)程(cheng)(cheng)招投(tou)标(biao)(biao)制(zhi)度改革,完善(shan)工(gong)(gong)程(cheng)(cheng)招标(biao)(biao)资格(ge)审查制(zhi)度,优化(hua)调整工(gong)(gong)程(cheng)(cheng)项(xiang)目招标(biao)(biao)条件设置,引导(dao)建设单位更多从企业实力(li)、技术力(li)量、管理(li)经验等方面进行综合考察,自主(zhu)选(xuan)择符合工(gong)(gong)程(cheng)(cheng)建设要求(qiu)的企业。积极(ji)培育全(quan)过程(cheng)(cheng)工(gong)(gong)程(cheng)(cheng)咨询服(fu)务(wu)机(ji)构,为业主(zhu)选(xuan)择合格(ge)企业提供专业化(hua)服(fu)务(wu)。大力(li)推(tui)行工(gong)(gong)程(cheng)(cheng)总承包,引导(dao)企业依(yi)法自主(zhu)分包。
(二)完善(shan)职(zhi)业(ye)资(zi)格管理(li)制(zhi)(zhi)度(du),落实注(zhu)册人(ren)员(yuan)责(ze)(ze)任(ren)(ren)。加快修(xiu)订完善(shan)注(zhu)册人(ren)员(yuan)职(zhi)业(ye)资(zi)格管理(li)制(zhi)(zhi)度(du),进(jin)一(yi)步明确注(zhu)册人(ren)员(yuan)在工(gong)程(cheng)(cheng)建(jian)设活动中的权利(li)、义(yi)务和(he)责(ze)(ze)任(ren)(ren),推动建(jian)立个人(ren)执业(ye)责(ze)(ze)任(ren)(ren)保(bao)险制(zhi)(zhi)度(du),持续规范执业(ye)行为,落实工(gong)程(cheng)(cheng)质量终(zhong)身责(ze)(ze)任(ren)(ren)制(zhi)(zhi),为提升工(gong)程(cheng)(cheng)品(pin)质、保(bao)障安(an)全(quan)生产提供(gong)有力支撑(cheng)。
(三)加强(qiang)监(jian)督指(zhi)(zhi)导,确(que)保改革措施落(luo)地(di)(di)。制定建设工程企业(ye)资质(zhi)(zhi)(zhi)标(biao)准指(zhi)(zhi)标(biao)说明,进(jin)一步细化(hua)审批(pi)(pi)(pi)标(biao)准和要求,加强(qiang)对(dui)地(di)(di)方审批(pi)(pi)(pi)人员的培训(xun),提升(sheng)资质(zhi)(zhi)(zhi)审批(pi)(pi)(pi)服务能力和水平。不定期对(dui)地(di)(di)方资质(zhi)(zhi)(zhi)审批(pi)(pi)(pi)工作进(jin)行(xing)抽查,对(dui)违(wei)规审批(pi)(pi)(pi)行(xing)为严(yan)肃(su)处理(li),公开(kai)曝光(guang),情(qing)节严(yan)重(zhong)的,取(qu)消企业(ye)资质(zhi)(zhi)(zhi)审批(pi)(pi)(pi)权下放试(shi)点资格。
(四)健全信(xin)用(yong)体(ti)系,发挥市场机制作(zuo)用(yong)。进一(yi)步完(wan)善建(jian)筑市场信(xin)用(yong)体(ti)系,强化(hua)信(xin)用(yong)信(xin)息(xi)在工(gong)程(cheng)建(jian)设各(ge)(ge)环节的(de)应用(yong),完(wan)善“黑名(ming)单”制度(du),加大对失信(xin)行为的(de)惩戒(jie)力度(du)。加快推行工(gong)程(cheng)担保和(he)保险制度(du),进一(yi)步发挥市场机制作(zuo)用(yong),规(gui)范工(gong)程(cheng)建(jian)设各(ge)(ge)方主体(ti)行为,有效控制工(gong)程(cheng)风险。
(五)做(zuo)好资质标(biao)准修订(ding)和换(huan)证工(gong)(gong)作(zuo),确保(bao)平(ping)稳过(guo)(guo)渡。开展建设工(gong)(gong)程企业(ye)资质管(guan)理(li)规定、标(biao)准等修订(ding)工(gong)(gong)作(zuo),合理(li)调(diao)整企业(ye)资质考核指标(biao)。设置1年过(guo)(guo)渡期,到期后实行简(jian)单换(huan)证,即按照新旧资质对应关系(xi)直(zhi)接换(huan)发新资质证书,不再(zai)重新核定资质。
(六)加(jia)强(qiang)政(zheng)策(ce)宣传(chuan)解(jie)(jie)读,合理(li)引导公(gong)众预(yu)期。加(jia)大改革政(zheng)策(ce)宣传(chuan)解(jie)(jie)读力度,及时(shi)释疑解(jie)(jie)惑,让市场(chang)主体(ti)全(quan)面了解(jie)(jie)压(ya)减(jian)资质类(lei)别和等级的各项改革措施,提高政(zheng)策(ce)透明度。加(jia)强(qiang)舆论(lun)引导,主动(dong)回应(ying)市场(chang)主体(ti)反映(ying)的热点(dian)问题,营造良好舆论(lun)环境。
